The Golden Age Bookworm

From Adventure Comics #70, the character who very definitely did not influence the creation of Batman's Bookworm:

Who's the Bookworm? A man notorious for his crimes, but so clever the police can never pin anything on him! A man looks like a scholar, but who has the soul of a devil!

(it turns out he's just a middle-aged guy in a gray suit and fedora, wearing thick glasses)
