These two little guys are Duke and Ripcord from Hasbro's Combat Heroes line. Rustin just told you about them in his Spoils of the Week feature. The bike is the Snarler.
The idea here is that they're still children, not superdeformed adults. This isn't the first time we've done that. Ripcord was the perfect choice to be riding the bike, because he's already wearing a helmet.
The image is flipped horizontally. This is the uglier side of the bike, but Duke's preposed legs meant he need to be looking at the scene from stage left. However, the layout of the toon was better with him on the other side, so we took the image, then flipped it.
