Like the Slave Leia art, the head got changed before being published on the packaging, so it's possible someone else did the original art. There's a reason we only ever say these pieces are "credited to" anyone.
Also like Leia, it's clear the change was made because the original was too stylized for what Hasbro was going for.
They keep doing Christopher Lee really dirty with stylized art, I swear. Somebody at Lucasfilm just hated his face.
