You may not know the name of Mirage Studios' Ryan Brown, but he's one of the most prolific TMNT creators around. In addition to fighting for creators' rights and masterminding the TMNT Adventures comics from Archie, he was directly responsible for a whole bunch of characters who have gotten toys, both from Playmates and now NECA.
