When GI Joe was exported from America, it didn't really make sense for them to be "A Real American Hero" anymore, so Action Force took the Joe characters and simply gave them different birthplaces. For example, GI Joe's Flint was from Witchita, Kansas; Action Force's Flint was from Lincoln, England; but they're otherwise the same bloke.
Similarly, Recondo was taken away from Wisconsin and moved to Melbourne, Australia - a quite logical rearrangement, considering his distinctive hat.
Brought up on the banks of the Snowy River, Recondo was schooled in watercrafts from an early age. Learned how to shoot white water rapids when in the Australian Special Forces. Action Force training has developed his silent, but deadly attack techniques.
